Is there a military academy is Asraltin?

Yes there is, its located to the west near Ashhurst, it mostly trains new recruits but has a small officer program, the prestigious ones are located in Cytlin (think of west point)

What are the laws or the republic & Asraltin?

Common laws, besides that people are strictly prohibited from entering Farmland unless they are allowed, arcane magic and magical creatures are deemed enemy's of the state, all residents of Asraltin are forced to serve a two year term in the armed forces (is there any law that you were wondering about?)

Does the republic have a formal or organized military?

Yes it does, it has a navy and a army and within those it has special forces and things of that nature (on a side note one of the ways to gain noble hood is to serve in the military and achieve a high rank) each region of the Republic has its own standing army which is controlled by the Emperor and his council, due to the lasting War, Military presence has been limited in the eastern portions of the Republic in which Barons have been known to contract outside help

Can I buy a map of the area?

Of course you can it might be expansive for what kind of map you may want, map are generally sole within the large cities

thanks E that answered all my questions. No specific laws just in general. As for the map maybe an overview of the countries with borders and landscapes (rivers, mountains, major roads ect.) only major cities and capitals on, it we can fill in the rest as we adventure. How much and where can it be purchased?
